Prof David Sines CBE to Retire as Executive Chair of the JCCP

Professor David Sines CBE has announced his decision to stand down as the Independent Executive Chair of the Joint Council for Cosmetic Practitioners (JCCP) when his second term of office expires in February 2026.  For the past decade, he has worked alongside Parliamentarians, Government Officials, statutory professional regulators, key influencers and a myriad of other stakeholders to inform the co-design of a new system of regulation and licensing for the aesthetics sector in the UK.

David was appointed the founding Independent Executive Chair and Registrar of the JCCP in January 2016 following a two-year appointment with Health Education England, where he led the national review on education and training standards for the non-surgical sector, on behalf of Sir Bruce Keogh, the Department of Health’s Chief Medical Officer.  He has maintained a lifelong commitment to governance and public protection in the public sector.

Prof Sines said: 

“It has been a great honour to lead the Joint Council for Cosmetic Practitioners over the past decade.  We have achieved a great deal, and I believe we stand on the threshold of an important breakthrough with the development of a new regulation and licensing scheme for the non-surgical cosmetic sector in the UK.  This will be a major step towards improved patient safety and public protection, and I pay warm tribute to all those colleagues who have made this possible.

“I am a great believer in public protection, and I believe that after two lengthy terms as Executive Chair and Registrar, it is the right time to hand over the leadership of the JCCP.  When the new regulation and licensing scheme comes into effect, the JCCP will enter a new era, and its role will undoubtedly develop significantly.  This is the perfect moment for new leadership.”

Prof Sines is an appointed Emeritus Professor and strategic advisor on health care workforce transformation at Buckinghamshire New University, having previously been the University’s Pro Vice Chancellor and Executive Dean in the Faculty of Society and Health.

David has held previous roles as Executive Dean for the Faculty of Health & Social Care at London South Bank University and as Head of the School of Health Sciences at the University of Ulster.

He obtained his PhD in social policy from the University of Southampton in 1993 and has held four Secretary of State appointments, including government appointments to the UKCC and NMC. He has been a Governor, Associate Non-Executive Director or Non-Executive Director with three NHS Foundation Trusts in London. He also held an Honorary Appointment with Imperial College Healthcare NHS Trust as Associate Director of Nursing. He is a Fellow of the RCN and received a CBE in the 2010 Queen’s Birthday Honours List for ‘Services to Health Care’. David was a Non-Executive Director with the Central London NHS Community Healthcare Trust and an Associate Non Executive Director with Buckinghamshire NHS Hospitals Trust until 2021.
