MHRA: Phosphatidyl Choline (PPC) ‘Fat Dissolving’ Injections

Joint Council for Cosmetic Practitioners (JCCP)
By Joint Council for Cosmetic Practitioners (JCCP)

The JCCP has been established as a vehicle to promote patient safety in the world of non-surgical aesthetics and hair restoration surgery.

The JCCP is aware of the promotion, use and supply of and training in PPC based ‘fat dissolving’ products for cosmetic procedures. There are important restrictions that apply to such products, including for example ‘Lipo Lab PPC’, and this advisory is relevant to all those who may use or supply these products and those who have a responsibility in regulating or investigating practitioners or organisations, including local authority officers.

The MHRA has advised that phosphatidyl choline is a medicinal substance that is currently  not authorised for use in the UK. Further, it must not be used for any cosmetic purposes.

We therefore request that all JCCP registrants must cease using these products for cosmetic purposes or promoting their use in any circumstances.

The use of PPC based products is limited to the treatment of medically diagnosed indications and in such circumstances, they must be prescribed in line with unlicensed medicines regulations, including that they are prescribed to meet the specific requirements of an individual patient where no other licensed medicine would meet the patient’s needs. Where such indications exist, including for example the treatment of ‘lipoma’, we advise those who intend to use the product to confirm registration requirements with the Care Quality Commission.

The JCCP therefore advise all practitioners using PPC products that they should avoid their use for cosmetic purposes. For those supplying them, including pharmacies, these products most not be supplied except in accordance with legislation relating to those who are entitled to supply and receive unlicensed medicines. The JCCP further advise that where we receive information concerning the misuse of these products, including the promotion of training with PPC products for cosmetic procedures, we will refer the matter to the appropriate regulators. We remind all those involved of the additional restrictions relating to the promotion of unlicensed medicines.

This advisory has been reviewed for accuracy by the MHRA.
